- Electronic Official Personnel Folder (eOPF)
What is eOPF?
The Official Personnel Folder (Standard Form 66) is a file containing records for an individual's federal employment career. It is an electronic version of the paper OPF and a system for accessing the virtual folder(s) online. The eOPF allows each employee to have electronic access to their personnel folder instead of the hard copy paper folder which has to be reviewed at the Civilian Personnel Advisory Center (CPAC) / Non-Appropriated Fund (NAF) Human Resource Office.

1. How do I apply for NAF positions?
The Department of the Army has transitioned to all new online process to fill our vacant positions. The applicant portal to all Army vacancies can be accessed via www.armycivilianservice.com or www.usajobs.gov.
A USAJOBS account is needed to apply for all Army positions. If you are a first time visitor and need to create an account, click here: https://my.usajobs.gov/Account/Account. Once you have established an account, you can create and store up to 5 different resumes in your account. This saves you time by allowing you to simply pick the resume that you want to include with specific application packages. You can also upload supporting documents to your application such as veteran documents, PCS orders, transcripts, licenses, etc.
You can also create and save job searches for the types of positions that you frequently seek and request email updates for positions that match your search criteria. 2. What is NAF?
Throughout our nation’s history, civilians have played a vital role in supporting soldiers. The Non-Appropriated Funds (NAF) Instrumentality fills positions in a wide variety of areas that support our soldiers, their families and our civilian employees. NAF offers positions in child development, food and beverage management, golf and bowling, recreation, marina, hotels and billeting, pools, as well as clerical and administration. There is a NAF facility on every installation worldwide. NAF facilities generate their own revenue, whereas the funds are appropriated by Congress for the Appropriated Fund (APF) or General Schedule (GS) system.
3. What is spousal preference?
Spousal Employment Preference (SEP) applies to spouses of active duty U.S. military members. NAF gives spousal preference. To receive preference eligibility, the spouse must be married to the military sponsor before reporting to the new duty assignment. Spousal preference applies only with-in the commuting area of the military sponsor’s permanent duty station and if you are fully qualified.
4. How many times can I use my spousal preference?
Spousal Preference (MSP) eligibility is retained until the military spouse accepts or declines the offer of a permanent appointment to a full-time or part-time position or a continuing flexible position for more than one year. Once MSP is used, the spouse competes as either a current permanent Army NAF employee or as a family member without preference (overseas).
5. I am a current NAF employee, do I have employment preference? What are the employment preferences in order of selection priority?
Yes. According to AR 215-3, 2-8 through 2-10, for all competitive recruitment actions, employment preferences as required by law and DoD policy shall be accorded to fully qualified applicants in the following order of selection priority:
- Spousal Employment Preference (SEP)
- Involuntary Separated Military Preference (ISM)
- Current APF, Current NAF, and Former NAF
- Outside Applicant Veteran (OAV)
- Outside Applicant Non-Veteran (OANV)
6. What are the job requirements or qualifications needed for the job for which I applied?
The qualifications/requirements are listed on each vacancy announcement, as well as any other condition of employment.
7. Can I submit one application when applying for more than one position?
You must provide a separate application for each position for which you apply.
8. What if I am a foreign national applying for a NAF position?
Unlike APF positions, there is no requirement of U.S. citizenship for NAF positions.
9. Have you worked for Army NAF within the last three years?
You may apply for non-competitive reinstatement into the same or equivalent position in grade, or one with a lower rate of pay. This means you can visit the NAF Personnel Office with the following documentations; (1) Resume or DA 3433 (application for Nonappropriated Fund Employment) (2) DA 3434 (Notification of Personnel Action) (3) Additional documentation to meet qualification requirements (HS diploma, official college transcripts, certifications, licenses, etc.) and be place on the reinstatement list.
10. Can I submit a manual application?
Applicants that choose the Manual Application Package, must still complete the job related questions either online or manually (faxed) prior to the closing date of the vacancy announcement. If you wish to complete them online, go to the 'apply online' button on the vacancy announcement. If you wish to complete them manually, print the full occupational questionnaire directly from the vacancy announcement and complete and fax the 1203-FX form (http://www.opm.gov/forms/pdf_fill/OPM1203fx.pdf) to (478) 757-3144. Neglecting to respond to the job related questions will result in an ineligible rating.
